What this problem is

Council penalty charge notices (PCNs) and private parking charges follow different routes. Council PCNs have fixed stages, each with a 28-day window, and an independent tribunal at the end. Private charges are appealed to the company first, then to an independent appeals service.

Key deadlines

Deadlines from official sources, by place
DeadlineSource
Challenge the PCN: 28 days (the date of the ticket (to challenge a council penalty charge notice))
Reduced amount usually ends (where offered): 14 days (the date of the ticket (reduced amount, where offered))
Make a formal challenge (representation): 28 days (the date you get a notice to owner (to make a formal challenge))
Pay or appeal to the independent tribunal: 28 days (the date of the notice of rejection (to pay or appeal to the tribunal))

The official process

  1. Check who issued it

A council or TfL PCN, a private company's parking charge, or a police fixed penalty notice each have their own route.

  2. Make an informal challenge

For a PCN put on your windscreen, write to the council within 28 days, ideally within 14 so any discount can be kept if you lose.

  3. Make a formal challenge

If you get a notice to owner, you have 28 days to make a formal challenge (a representation) with your reasons and evidence.

  4. Appeal to the tribunal

If the council sends a notice of rejection, you have 28 days to pay or appeal to the independent tribunal.

Common mistakes

  • Letting a 28-day window pass: the charge goes up with a charge certificate.
  • Ignoring a private parking charge without checking the appeal route on it.
  • Not including photos, permits or receipts with your challenge.
  • Not keeping proof of when you sent your challenge.
